Panelist Bio
Scott Simpson, Halifax County Administrator
Scott was born and raised just outside of Tampa, Florida and worked the early portion of his career in the metropolitan areas of South Florida performing quality assurance on multiple roadway and bridge projects and subsequently as a Project Manager for a large Civil/Heavy Highway contractor managing a portfolio of water, sewer, and roadway construction for municipal projects stretching from West Palm Beach to Key West.
For 15 years (March, 2004 – January, 2019) Scott was employed by Smyth County, Virginia first as the County Engineer and for the last 8 years as the Assistant County Administrator while retaining the Engineer’s duties. While at Smyth County, Scott acted as the Construction Manager for the County’s 84,000 square foot Courthouse renovation/expansion project and planned and constructed many water and sewer system extensions. Other tasks of his included direct involvement in the County operating budget, Economic Development, grant writing, departmental oversight, and creative problem solving.
On February 1, 2019 Scott was appointed as the County Administrator for Halifax County, Virginia responsible for the day-to-day operations of the County.
Scott is a graduate of the University of Florida with a Bachelor of Science in Building Construction and holds a Master’s Degree in Public Administration. He is also a licensed Professional Engineer in Virginia.
